လက္ပံေတာင္းေတာင္ ေၾကးနီစီမံကိန္း ဆိုတာ..

Li Junhua, Chinese Ambassador in Myanmar, Mr. Yin Jiaxu, Party Chief of China North Industries Group Corporation (NORINCO), Mr. Zhi Yulin, the Vice President of NORINCO, Mr. Wang Wei, Chairman of China Wanbao Mining Co., Ltd., and the governor
of the Sagaing Province, and the General of Northwest Military Area Command of Myanmar.

Abundant copper reserves in Monywa, in northern Burma's Sagaing Division, are “of great significance to strengthening the strategic reserves of copper resources in our country, and to enhancing the our influence in Myanmar [Burma],” according to NORINCO's statement. NORINCO is one of ten defense-industrial enterprises that report to China's State Council.

The Monywa mine is one of Burma's largest mining operations, and is located in Monywa Town Sagaing Province in northwest Myanmar, 120 km away from Mandalay which is the 2nd largest city of Myanmar. The project consists of constriction phase and production phase, in which the construction period is 17 months and the construction works include 6.6 km of road construction and 20 million m3 of excavation work.

The contract price of the Phase I construction MCC8 implements is US$ 50 million

.မံုရြာၿမိဳ႕အေနာက္ဘက္ ခ်င္းတြင္းျမစ္အနီးတြင္ရွိေသာ လက္ပန္းေတာင္းေတာင္ႀကီးအား မုိင္းခြဲေျမၿဖိဳကာ ေၾကးနီသတၱဳတူးေဖာ္ေနသည့္ကိစၥ ျဖစ္ပါသည္။ ဤစီမံကိန္းေၾကာင့္ ေဒသခံမ်ား ေျပာင္းၾကေရႊ႕ၾကရသည့္ ဒုကၡ၊ စုိက္ပ်ဳိးေျမမ်ား လက္လႊတ္ဆံုး႐ံႈးၾကရသည့္ဒုကၡ၊ ဇီ၀မ်ဳိးစံုမ်ား ပ်က္စီးေပ်ာက္ကြယ္ရသည့္ဒုကၡ၊ ေရရွည္တြင္ ထုိေဒသ၌ ေနထုိင္သူမ်ား၏ က်န္းမာေရးအေပၚ သက္ေရာက္ထိခိုက္မည့္ဒုကၡ၊ သဘာ၀ပတ္၀န္းက်င္ ေရထု၊ ေျမထု၊ ေလထုမ်ားကို ေျပာင္းလဲလႊမ္းမုိးေစမည့္ ဒုကၡမ်ားကို ဘာမွ်မေျပာေသး၊ မစဥ္းစားေသးဘဲ ေဂဟစနစ္အရ အျပန္အလွန္အမွီသဟဲ ျပဳလ်က္ရွိေသာ ခ်င္းတြင္းျမစ္ကမ္းရွိ အလြန္ပနံရလွပစြာတည္ရွိေသာ ေတာင္ႀကီးတစ္ေတာင္ ေပ်ာက္ကြယ္သြားမွာကို စိုးရိမ္သည့္ အခ်က္တစ္ခ်က္တည္းႏွင့္ပင္ ျမစ္ဆံုစီမံကိန္းလို လုံး၀ရပ္တန္႔ပစ္ရန္ လိုသည္ဟု ဘူမိပညာရွင္၊ ပထ၀ီပညာရွင္မ်ား၊ သဘာ၀ပတ္၀န္းက်င္ကို ခ်စ္ခင္သူမ်ားက ရင္ထဲမွစကားကုိ ဆုိၾကပါသည္။ မံုရြာေဒသခံမ်ားကလည္း လဲေလ်ာင္းအိပ္စက္ေနေသာ ဧရာမဆင္ႀကီးႏွစ္ေကာင္ဟု ၫႊန္းဖြဲ႕ထားသည့္ ယင္းလက္ပန္းေတာင္းေတာင္ႀကီးအား ဓားထစ္ရာမႊန္းေနၿပီဟု ဆုိၾကပါသည္။ သဘာ၀ပတ္၀န္းက်င္ကို ခ်စ္ခင္သူမ်ား၏ ရင္ထဲမွာျဖင့္ ယခုကိစၥႏွင့္ပတ္သက္၍ တာ၀န္ရွိသူမ်ားမွ အျမန္ဆံုး အက်ယ္တ၀င့္ ေဆြးေႏြးသင့္ၿပီဟု ထင္ျမင္သံုးသပ္ေနၾကပါသည္။ေက်ာင္းပထ၀ီသင္ခန္းစာမ်ားတြင္ မံုရြာၿမိဳ႕အေနာက္ဘက္ ခ်င္းတြင္းျမစ္ကမ္းေဘးတြင္ စံပယ္ေတာင္၊ ေၾကးစင္ေတာင္၊ လက္ပန္းေတာင္းေတာင္မ်ားရွိသည္ဟု ဆုိထားေသာ္လည္း ယခုအခါ ေတာင္ႀကီးအခ်ဳိ႕မွာ လံုး၀ေပ်ာက္ကြယ္လ်က္ ရွိေနပါၿပီ။ေယဘုယ်အားျဖင့္ ပတ္၀န္းက်င္ထိခုိက္ ယိုယြင္းေစမည့္ စီမံကိန္းမ်ား ေဆာင္ရြက္သည့္ ေဒသရွိ ျပည္သူအမ်ားစုမွာ ပတ္၀န္းက်င္ထိန္းသိမ္းေရးသေဘာတရားမ်ားကိုလည္း ေကာင္းစြာမသိၾကပါ။ သူတုိ႔ေၾကာင့္ ပတ္၀န္းက်င္အေပၚ ႀကီးႀကီးမားမား ဆုိးက်ဳိးသက္ေရာက္ေစသည္ဟုလည္း လက္မခံ၊ မယူဆထားၾကပါ။ သို႔ရာတြင္ လုပ္ငန္းလာေရာက္ လုပ္ကုိင္သည့္ အဖြဲ႕အစည္းမ်ား၊ ပညာရွင္မ်ားမွာမူ ပတ္၀န္းက်င္ ယိုယြင္းပ်က္စီးေစမည္မ်ားကို ႀကိဳတင္တြက္ဆ သိရွိထားႏုိင္ေသာ္လည္း လ်စ္လ်ဴ႐ႈကာ လတ္တေလာ အက်ဳိးအျမတ္ရေရးကိုသာ အာ႐ံုစုိက္လ်က္ ေလာဘမသတ္ျဖစ္ေနၾကပါသည္။ စီမံကိန္းမ်ားတည္ရွိရာ အနီးတစ္၀ုိက္မွ ေဒသခံမ်ားအေနျဖင့္ ေလာေလာဆယ္ သူတုိ႔ရင္ဆုိင္ၾကရမည့္ ျပႆနာမ်ားမွ ကင္းေ၀းေအာင္၊ စီမံကိန္းမ်ား ရပ္တန္႔သြားေအာင္၊ သူတုိ႔ ခံစားၾကရမည့္ ဆိုးျပစ္မ်ား ေလ်ာ့ႏုိင္သမွ် ေလ်ာ့ရေလေအာင္ မည္သူ႔ကိုမွ် မေတာင္းဆုိႏုိင္၊ မည္သို႔မွ မႀကံစည္ႏုိင္၊ ေျမေရသယံဇာတမ်ားကို ရႏုိင္သမွ် လက္၀ါးႀကီးအုပ္ထားႏုိင္ရန္၊ ေဒသအတြက္ ျပန္လည္ျဖည့္ဆည္းပံ့ပိုး ေစာင့္ေရွာက္ရမည့္အတြက္ကိုမူ တတ္ႏုိင္သမွ် နည္းေစရန္အတြက္ နည္းလမ္းအမ်ဳိးမ်ဳိးျဖင့္ ခ်ဥ္းကပ္ႀကိဳးပမ္းႏုိင္ၾကပါသည္။ေနာက္ဆံုးရလဒ္အျဖစ္ အလူးအလဲခံစားၾကရမည္မွာ ဘာမွ်လည္းမဆုိင္၊ ဘာအက်ဳိးအျမတ္မွလည္း မခံစားလိုက္ရသည့္ ေဒသခံျပည္သူမ်ားသာ ျဖစ္ပါလိမ့္မည္။ သဘာ၀ပတ္၀န္းက်င္အား ဖ်က္ဆီးမည့္သူမ်ား နည္းႏုိင္သမွ်နည္းေအာင္၊ သဘာ၀ပတ္၀န္းက်င္ ယိုယြင္းပ်က္စီးမႈမ်ားကို ေလွ်ာ့ခ်ကာကြယ္ႏုိင္ေအာင္၊ သဘာ၀ပတ္၀န္းက်င္ကို ခ်စ္ခင္သူမ်ား တုိးပြားလာေအာင္ လုပ္ေဆာင္လိုစိတ္ ျပင္းျပေနသူမ်ားမွာ ေဒသခံျပည္သူမ်ားသာ ျဖစ္လာပါလိမ့္မည္။သို႔ရာတြင္ ထိုသူမ်ားမွာ ဘယ္ကစ၍ ဘယ္လိုလုပ္ရမွန္း မသိဘဲလည္း ျဖစ္ေနၾကပါသည္။ ထုိ႔ေၾကာင့္ သူတို႔မွာ မိ႐ုိးဖလာအစဥ္အလာအတုိင္း သူတုိ႔အလြယ္တကူ လုပ္လည္းလုပ္တတ္၊ လုပ္လည္းလုပ္ႏုိင္သည့္ အလုပ္ျဖစ္ေသာ ေတာေတာင္ေစာင့္နတ္ေတြကိုပဲ တုိင္တည္ရေတာ့မွာလိုလိုသာ ျဖစ္လို႔ေနပါေတာ့သည္။
